mx(5x-6)+9=0
=> 5mx²-6mx+9=0
for the two roots to be equal,
 -  \frac{b}{a}  =  \frac{c}{a}
therefore,
 \frac{6m}{5m }  =  \frac{9}{5m}
 =  >  \: m =  \frac{3}{2}
