Hey mate ,

 \frac{ - 2}{3}  = ( { \frac{ - 3}{2} })^{n}

( \frac{ - 2}{3} ) = ( { \frac{ - 2}{3} })^{ - n}

When we reverse the fraction the sign of exponent becomes opposite .

Now ,

since bases are same , we can equate the power

1 =  - n

n =  - 1
