if 2 lines are perpendicular their product of slop = -1

m1*m2 = -1

now first line = 3x+py-1=0

it can be written as

y =  -  \frac{3}{p} x +(1/p)  ........................................eq 1

comparing with y=mx+c

m1 = -  \frac{3}{p}   .............................................eq 2

now  second line i= 7x-3y+3

         it can be written as

y =  \frac{7}{3} x + (3/3)........................................eq 3

comparing with y=mx+c

m1 =  \frac{7}{3}  .............................................eq 4

using eq 3 and 4

m1*m2 = -1

-  \frac{3}{p} * \frac{7}{3}   = -1

p = 7
