\longrightarrow{\blue{}} (1 +  \frac{1}{3} ) \times (3 \times 3) \\

Solve for the parenthesis by taking L.C.M. for the denominators.

\longrightarrow{\blue{}} ( \frac{1 \times 3}{1 \times 3}  +  \frac{1}{3} ) \times 9 \\

\longrightarrow{\blue{}} ( \frac{3 + 1}{3} ) \times 9 \\

\longrightarrow{\blue{}} ( \frac{4}{3} ) \times 9 \\

\longrightarrow{\blue{}} 4 \times 3

\longrightarrow{\blue{}} 12

Note:

Any number to the power 0 is always 1.
