We have to determine the value given expression.

It is given that,

 -  \frac{18}{21}  \div ( -  \frac{6}{7} )

So, for solving we will convert the division sign to multiplication.

When we convert the division sign by multiplication then the value of numerator and denominator of next fraction will be interchange.

Thus we will get,

 -  \frac{18}{21}   \times  ( -  \frac{7}{6} ) \\   =  > \frac{18}{21}  \times  \frac{7}{6}  \\  =  >  \frac{3 \times 7}{21}  \\  =  >  \frac{3}{3}  \\  =  > 1

Hence value of given expression will be 1.

Hence, option a is correct choice.
