 ({ \frac{4}{9} })^{4 - 7 } =  (\frac{4}{9}) ^ {2x - 1}

 (\frac{4}{9} )^{ - 3 }  =  (\frac{4}{9} )^{2x - 1}

on comparing powers we get

-3 = 2x-1

=> 2x = -1-3

2x= -4

=> x =-4/2

x = -2

x is equal to -2 .
