 \frac{ {5}^{2x + 1} }{25}  =  {5}^{3}

here....25 =  {5}^{2}

so

 \frac{ {5}^{2x + 1} }{ {5}^{2} }  =  {5}^{3}

 {5}^{2x + 1}  =  {5}^{3}  \times  {5}^{2}

 {5}^{2x + 1}  = {5}^{5}

bases  \: are \: same

so \: we \: can \: equate \: the \: powers

2x + 1 = 5

2x = 5 - 1

2x = 4

x =  \frac{4}{2}

x = 2
