so we have

\frac{ {7}^{5x - 5 - x}  }{ {2}^{5x - 5 - x} }  =   \frac{ {7}^{3} }{ {2}^{3} }

it \: means

5x - 5 - x = 3 \\  = >  4x - 5 = 3 \\  =  > 4x = 8 \\  =  > x = 2
