3 {}^{5x - 1}  \div 27 = 3 {}^{ - 5}  \\  3 {}^{5x}  \times 3 {}^{ - 1}    \div 27 = 3 {}^{ - 5}  \\  {3}^{5x}    = 3 { }^{ - 5}  \times 3 \times 3 {}^{3}  \\ 3 {}^{5x}  = 3 {}^{ - 1}
When bases are same, we equate powers
So,
5x =  - 1 \\ x =  \frac{ - 1}{5}
