by law of exponents,

 {a}^{m}  \div  {a}^{n}  =  {a}^{m - n}

LHS becomes

 {(5 \div 7)}^{2 - (3x + 1)}  =  {(5 \div 7)}^{1 - 3x}

if

 {a}^{m}  =  {a}^{n }  \: then \: m = n

therfore 1-3x=4

3x=-3

×=-1
