 \frac{ {3}^{4 + 2x } }{ {3}^{3} }  = 1

 {3}^{4 + 2x - 3}  = 1

 {3}^{1 + 2x}  = 1

 {3}^{1 + 2x}  =  {3}^{0}

As bases are equal so power should be equal

1 + 2x = 0

2x =  - 1

x =  \frac{ - 1}{2}
