y = 2 {x}^{2}  + 3x - 5 \\ x =  - 3 \\ y = 2( { - 3)}^{2}  + 3( - 3) - 5 \\ y = 2(9) - 9 - 5 \\ y = 18 - 14 \\ y = 4
