Step-by-step explanation:

2 {}^{11}  \div 2 {}^{5}  = 2 {}^{ - 3}  \times 2 {}^{2z - 1}

2  {}^{11 - 5}  = 2 {}^{ - 3 + 2z - 1}

now solving the exponent part as the term on both hands are equal

11 - 5 =  - 3 + 2z - 1 \\

6 =  - 4 + 2z

6 + 4 = 2z

10 \div 2 = z

5 = z
