T.S.A of a cone,

\pi r(r+l)

22/7 * 28(28+l) = 7128

88(28+l) = 7128

28+l = 81

l = 81 - 28

l = 53 cm

Now we should find 'h',

h =  \sqrt{l^2 - r^2}

h =  \sqrt{53^2 - 28^2}

h =  \sqrt{2809 - 784}

h =  \sqrt{2025}

h = 45 cm

Now lets find the volume,

= 1/3 \pi r^2 h

= 1/3 * 22/7 * 28 * 28 * 45

= 36960 cm^3
