T.S.A of a cone,

$\pi r(r+l)$

$22/7 * 28(28+l) = 7128$

$88(28+l) = 7128$

$28+l = 81$

$l = 81 - 28$

$l = 53 cm$

Now we should find 'h',

$h = \sqrt{l^2 - r^2}$

$h = \sqrt{53^2 - 28^2}$

$h = \sqrt{2809 - 784}$

$h = \sqrt{2025}$

$h = 45 cm$

Now lets find the volume,

$= 1/3 \pi r^2 h$

$= 1/3 * 22/7 * 28 * 28 * 45$

$= 36960 cm^3$
