Explanation:

time constant tao = L/R

in first condition..

L will behave like a plain wire.

then Req. = in upper wire = 3R

in lower wire = 3R

then Req is 1.5 R

and tao = L/R

L is 1 here

R is 1.5 here

tao is 1/1.5 = 2/3

and in other condition

here 3R and 6 R in parallel.

so resistance in upper wire is 2R

in lower wire resistance is 2R

both are in parallel now..

so Req is 1R

and L is 1

tao = 1/1 =1.
