( \frac{ - 2 ^{2} }{3} ) \times ( \frac{ - 2 ^{2} }{3} ) \\  =  \frac{4}{3}  \times  \frac{4}{3}  \\  since \:  \:  - 2 \times  - 2 = 4 \:  \: so \\  \frac{4 \times 4}{3 \times 3}  \\  =  \frac{16}{9}  \\  = 1 \ \frac{7}{9}

so, the answer is 16/9
