x +  \frac{2}{3 }  = 3x -  \frac{2}{5 }  \\  \frac{3x + 2}{3}  = \frac{15x - 2}{5}

By cross multiplication,

5(3x + 2) = 3(15x - 2) \\ 15x + 10 = 45x - 6 \\ 15x - 45x =  - 6 - 10 \\   - 30x =  - 16 \\ x =  \frac{ - 30}{ - 16}  =  \frac{15}{8}  \\ x =  \frac{15}{8}
