(2/3)^-2 × (2/3)^-9 = (2/3)^2x+1

=> (2/3)^ [(-2)+(-9)] = (2/3)^2x+1

=> (2/3)^-11 = (2/3)^2x+1

=> -11 = 2x+1

=> -11-1 = 2x

=> 2x = -12

=> x = -12/2 = -6
