( \frac{7}{4} )  {}^{ - 3 - 5}  =  (\frac{7}{4})  {}^{x - 2}  \\  - 3 - 5 = x - 2 \\  - 8 = x - 2 \\ x =  - 8 + 2 \\ x =  - 6

since bases are same powers will be added.
