Answer:

 \frac{ - 7}{x}  =  \frac{28}{32}

28x =  - 7 \times 32

x =  \frac{ - 7 \times 32}{28}

x =   \frac{ - 32}{4}

x =  - 8

 - 7 \div x = 28 \div 32 \\  - 7  \div 28  =x \div 32 \\  =  - 4 = 32 \div ( - 4) \\  = 32 \div  - 4 \\  =  - 8
