fire caused due to oil should not be put off with water ? why

I think it happens because as we know that oil density is lower than water so oil comes on the upper surface of the water .therefore water cannot put off the Fire.

because oil is lighter than water so it will form a layer on water and water will have no effect to stop fire . Hope this helped you.
