Sultan Firoz Shah Tughlaq undertook several reforms and welfare measures which improved the city of Delhi, during his rule. The following reforms made him a benevolent ruler.
- He made no effort to conquer the regions that surrounded Delhi which he did not inherit from his ancestors.
- He also did not conquer the regions which broke from his territory in the past
- He increased the salaries of all nobles
- He established positions in his administration for the jagirdars, nobles and other army personnel. These positions could be inherited by their sons if they were capable for the job
- He decreased the land tax.
- The convicts were spared a harsh punishment
- He established several gardens, tombs, madarsas and rest houses for the people
- He also developed many hospitals which treated the poor people at no cost
- He built many canals which helped in cultivating the lands
- Finally, he also offered money to the parents which helped them marry off their daughters
