At the time of railway construction, Andhra Pradesh was under the 'Madras Presidency'. The Madras Presidency, established in 1640, officially known as Fort St George's Presidency and 'Madras Province', was an "administrative subdivision" of British Government in India.

In 1639, the "British East India Company" had bought Madraspatnam village and 'one' year later it was the agency of St. George's Fort, the predecessor of the Madras Presidency. The presidency had its winter capital Madras and the summer capital of Utakamand.
