fish and frogs cannot reproduce in the absence of water because they are doing external fertilization and with the help of water they do.fish and frong leave there there sperm and egg(ova) in water to reproduce.

Because fish and frogs undergo external fertilization.Frogs realese the milt and spawn,which fuse externally in surroundings.they have tadpole larva, which can swim. Hence they cannot reproduce in absence of water.
