$\textbf{Democratic Government :}$ The government which is formed by the elective representatives of the citizens is know as democratic government.

Instances that makes a government democratic or non-democratic :

If the rulers are elected by citizens of the country and they have the power to make the laws. The citizens have some fundamental right and their violation is a punishable offense.All citizens are considered equal. The elections are free and fair. There is no censorship on media. Constitution is considered as the supreme power. Judiciary is fully independent. Then the government is democratic.

If it is not following all these aspects then we can say the government is non-democratic.
