A well known concept of democracy is that democracy is a form of govt. in which everyone has a equal share. In other words we can say that democracy is govt. for the people, by the people and from the people. But in case of Musharaf, Pakistan cannot be called a democratic country because people had not participated in making Musharaf the head of the country. Musharaf could be called a Dictator. So, a dictator could never be called a democrat.
