The bulging of Balloon would depend on the amount of pressure above the point where balloon is fixed. The pressure at a point due to fluid above it is given by:

P=ρgh

Here ρ is the density of the fluid, h is the height to which it is filled and g is the acceleration due to gravity.

In both the containers, the level of water is same. Hence, pressure due to water is same in both the containers. Now, in container B, there is additional air present above water but there is vacuum in A. Hence, balloon B would experience more pressure and bulge out more.
