given,

fixed charge=x

charge per km=y

no. of kms =10

cost=70

=>70=x+10y

if x=10,

=>70=10+10y

=>60=10y

=>y=6

=>(x,y)=(10,6)

if x=20,

=>70=20+10y

=>50=10y

=>y=5

=>(x,y)=(20,5)

if the charges per km is 5 rupees,

according to the question,

no. of km travelled=10km

cost=70

=>70=x+10y

=>70=x+10(5)

=>70=x+50

=>x=20

fixed charge is 20 rupees
