Flannel keeps the ice unmelted, but keeps the people warm. Explain the reason

Flannel is made up of wool, which is a bad conductor of heat. So, when ice is covered by it, the heat from outside is unable to reach the ice and therefore, the ice does not melt. But when people wear it, it prevents the body heat of the person to escape and therefore, it keeps the people warm.
