Electrons that constitute current are negatively charged. A wire carrying current is not charged. Inside the wire the number of electrons equals to the number of protons, at any instant. Therefore the conductor is neutral. The current in the conductor is due to the flow of electrons from the negative terminal to the positive terminal.
