Fluorine does not exhibit positive oxidation states.This is due to its highest electronegativity.

fluorine is the most electronegative element and cannot exhibit any +ve oxidation state. Other halogens have d orbital and therefore, can expand their octets and show +1,+3,+5&+7 oxidation state also.
