Fluorine has high electron gain enthalpy which means due to electronic repulsion electrons are not accepted but at the same time being a halogen it react violently with metals as to complete the octet, so what actually happens?​

Although fluorine is most electronegative element but chlorine has more electron gain enthalpy. This is because of the small size of the fluorine so addition of electron is not favorable process because repulsion between the electrons takes place.

So electron gain enthalpy chlorine is more than the other elements.
