Chlorine has empty 3d orbitals. It has electronic configuration of 3s2 3p5. It can promote its 3p electrons to empty 3d orbitals so that it can have more half filled orbitals to accomodate 3 Fluorine atoms around it. Fluorine does not have any empty d-orbitals.
