The number of revolution turn by the flywheel is 6.36 rev.

First we calculate the initial angular velocity of the flywheel

KE=0.5Iω^2

Plugging the values

200=0.5*4*ω^2

ω=10 rad/sec

Now we will calculate the deceleration of the flywheel

τ=Iα

5=4α

α=1.25 rad/s^2

Now we need to calculate the number of radians turn by the flywheel before it stops

ω^2=(ω_o)^2-2αθ

0=10^2-2*1.25*θ

θ=40 radian

Now the number of revolution turn by the flywheel is calculated as

θ=2πN

40=2π*N

N=6.36 rev
