Fodder still contain a few seeds that remain even after harvest. When fodder is soaked in water it aids in sprouting the seeds / grains that still remain. The sprouts are richer in nutrients than compared to them remaining as grains.
Some Dairy farms soak the fodder or grass in saline water which is believed to increase milk production and also helps in the cattle consume more water.
