In both fog and cloud, the dispersed phase is a liquid and the dispersion medium is air. The only difference between them is that the fog is formed in the region close to earth while clouds are formed in the upper layer layer of the atmosphere.

Fog is the water vapour floating in the lower part of the atmosphere ,close to the surface of the earth However clouds are the water vapour floating in the upper part of the atmosphere that is troposphere.
