For a substance the temperature remain constant while changing the state because all energy ( heat ) is consumed in breaking the force of attraction between the particles of substance and not in raising the temperature.

Because the change of state is dependent on pressure and energy of the system
High energy low pressure change such as liq to gas to plasma
low energy and high pressure change such as solid to BEC
