Heat is required to change the phase as well as to increase the temperature. During phase transitions, the heat supplied (called the latent heat) is fully utilised to change the state by overcoming the force of attraction between the particles. So, the temperature remains constant during the change of state.

During the change of state the Temperature remain constant because allhe energy supplied is used to overcome the force of attraction and it is absored as Latent(invisible) heat of fusion or vaporisation.After the Substance changes his state the temperature start increasing or decreasing.
