Because when there is conversion of matter heat is supplied to the object but the heat supplied is absorbed by the particles to change its state from one form to another. So the heat which is used for conversion of matter is known as latent heat. Also the heat energy supplied is converted to kinetic energy and no temperature difference can be found.

It is due to the latent heat as the heat supplied to increase the temperature of the substance is used up to transform the state of matter of the substance hence the temperature stays constant.
