for any substance why does the temperature remain constant during the change of state

Because of latent heat

It is due to the latent heat which is produced  when there is a change of matter from one state to the other. For example:- If u have an ice which is to be melted on ,say a pan,  then the temperature won't change, instead the matter will change into liquid from solid.
