This phenomenon is known as ' LATENT HEAT ' which means hidden heat. the temperature does not change because heat energy is required to overcome the attractive forces between particles , changing its state .

heat is used to break the bonds between the molecules of the substance, therefore the temperature remains constant during the change of state of substance.
