=development goals can be different and sometimes conflicting. ...one of the goal was SEBC (socially educationally back ward cast ) it means to give a government jobs to all these people but it became a conflict and people said why can't we the high class people gets this chance finally it became a big issue and it was reported to judiciary. ...hope you understood ...please mark my answer as barainleist one
