But this development projects sometimes cause different results for different people.

Foreign example if government starts building a flyover to prevent the congested traffic jam,it will surely develop the locality.But during the manufacturing period the roads will be blocked by construction works and dust,noice pollution will also occur,which is non beneficial for that locality.
