For development people tend to consider a mix of different goals, such as respect of others, equal treatment, freedom, security, no discrimination, health and education, income, etc. to improve their quality of life. For example, for a job in a far off place, one would consider many factors apart from income, such as facilities for his family, the working atmosphere, or education.
