For electrons are present in a conductor all the time .But an iron rod will give an electric shock only when its ends are connnected to a cell.Why?

yes it is because the electrons present are not movable until and unless they are provided with any current. the cell will create an electric field around the rod due to which current will also be induced and so the electrons will move but a resistance will be offered and to overcome this resistance electrons require more energy which will cause more current to flow and if our body will not offer any resistance then the electrons will pass through our body and we may get an electric shock.
