In ideal condition, six sigmas can be fitted between the Mean and the lsl (lower specification limit).
However, in real world, one can only fit in 4.5 sigmas between the mean and the lsl.
Six Sigma states that the SIGMA should be low enough that we can fit six Sigmas at either sides of mean.
The higher the variation from the mean, the higher are the chances of the sigma to increase and therefore, the chance will be higher that we won't be able to fit six sigmas on either ends of the mean (lsl and usl).
