As from the reaction equation it is clear that one mole of hydrogen gas react with one mole of chlorine gas to form two mole of HCl, thus 22.4 liter at STP (or 24 liter at RTP) of each Hydrogen and Chlorine would react to form 2×22.4 liter of HCl at STP.
On simplification (dividing both sides by 22.4) it imploes that one liter of Hydrogen plus one liter of Chlorine = two liter of HCl
thus
20 ml of H2 plus 20 ml of Cl2 = 2×20 ml of HCl
