The little boy Franz is describing about the bulletin board outside the town hall of Alsace. The story is set in the time of post Franco-Prussian war in which France was defeated and Prussia had captured parts of France. The bulletin board was used to display the updates about war, orders of the commanding officers and drafts which carried all bad news so all bad news came from there.
