Using snell's law,

\frac{sin i}{sin r} = μ

so, for lesser angle of refraction, the greater will be the value of refractive index(μ),

so,refractive index will be highest for 15 degree,

so,μ=\frac{c}{v}

so,velosity will be minimum for medium R.
