In medium R the velocity of light will be minimum.

This can be explained as:-

The velocity of light will be minimum because the medium R is denser than the other two mediums. We can conclude this as, we know that the angle of refarction is the angle made with the normal. When light travels from rarer to denser medium then the angle of refraction is comparatively less. So, the angle of refarction is least for the denser medium. And in the denser medium the velocity of light will be minimum.

So,

In short,

Smaller the angle of refarction minimum is the velocity if light.

Cheers!
